T'zen Island: a small island in the middle of the Pacific Ocean, not aligned with any country. It's not very notable, for only small businesses and few people on the island. The only major landmark is the large academy in the center of the island: the T'zenshin Institute.
The T'zenshin Institute is a special high school created specially for gifted students. Gifted does vary by definition, and all are accepted, whether you have a photographic memory, or you have had a sex change operation and want to start anew, or you are a spellcaster, a werewolf, or other sort of magical being. It's a school where any gifted student can join and learn with no fear of having their secrets revealed; all is confidential, and everyone there knows that everyone else is special.
However, considering the caliber of the students, the headmaster has created a different style of campus living: minimal oversight. True, there were teachers, though only a handful, but that was all they were there to do: teach, and monitor in case things got out of hand. Besides that, everything was in the hands of the students, from rules to curfew to clubs. Any serious crimes, such as murder, would be taken care of by the staff, but that was all they would interfere with in the social life on campus.
After the first opening, and a few weeks of chaos, the students finally created order. A Student Council was elected, one that helped set up classes for the students, and took care of order and law, putting an end to the anarchy, and making things safe. However, another group, labeled as troublemakers by the Student Council, and calling themselves the Student Freedom Force, opposed the Student Council, saying that no group of students should be above others, considering that they were all equal here. The conflict of order and equality has continued since in the school, neither side triumphant.
So, a new school year in the year 2012 has begun, with a new class coming in. The application form is a blank slate for your future here. Will you join the Student Council, trying to uphold order admist your peers? Or perhaps you will join the Student Freedom Force, sure that no man is your boss, and you can do whatever you want? Or, even, you can just be a regular student caught in the middle of this, just trying to get good grades and graduate. It's your choice.
